LULAC Council 8
This LULAC Council was founded in 1931, just two years after the LULAC organization was founded in Corpus Christi in 1929. Council 8 has produced four LULAC National Presidents (Frank Galvan – 1936; Modesto Gomez – 1943; William Flores – 1944; and Paul Andow – 1963). Many of its members have served in various other elected National LULAC positions. The council has been active in awarding scholarships to students ever since it was organized. The 1938 annual report of President M. Carrasco, presented at the annual meeting held at the Hilton Hotel (now the Plaza), reported that the council provided financial assistance to “six students to attend the College of Mines in El Paso.” Ever since, providing scholarships to students has been a high priority for the council.
Council 8 installed a plaque at the historic Plaza Hotel commemorating the founding of LULAC in El Paso. It can be seen across from the newly restored Plaza Theater.

LULAC Council 9
This council, organized in 1934, is the second LULAC Council organized in El Paso. It has the distinction of having the first women elected to a national officer position, Ms. Ester Machuca, and the first women elected president of the LULAC National Organization, Ms. Belen Robles.
The council's main focus is to raise funds for scholarships for local area students. An annual “All Male Fashion Show” is the main fund raising project which was held at the Cliff Inn and featured local celebrities, elected officials and models sponsored by local businesses and corporations.
The council has an annual shoe donation program whereby children from a school selected each year receive new shoes. The council focuses on issues such as immigration, education, civil rights, women's issues.

LULAC Council 335
This council was organized in 1963. Projects include: Mardi Gras dance in February to raise funds for scholarships. During Thanksgiving, baskets of food are prepared for fifteen families and distributed by members. Additionally, financial contributions are made to Rescue Mission and Salvation Army.
For Christmas, the council sponsors a party for elderly residents at the Good Samaritan Retirement Center and provide food, gifts and a dance for residents. Members of the council are active on the board of the LULAC Villa del Norte Apartment, LULAC Project Amistad, and two members are employed by the LULAC National Officer.

This council meets monthly. Raising funds for scholarships is an important priority for this council.

LULAC Council 4457
The newly organized “Annual LULAC Car Show” is sponsored by this council. This project honors the memory of Sgt. Isela Rubalcava who gave her life heroically in Iraq in 2004. Funds raised by this council support the council’s scholarship program named in her memory.
The council has organized a LULAC Youth Council and is actively recruiting young men and women to join this organization.

A new LULAC Council is being organized in El Paso. Twenty - two members have begun meeting to establish a new LULAC Council which will meet on the third Tuesday of each month.

LULAC District IV
The El Paso Councils are one of many districts in Texas. A District Director is elected annually to lead LULAC activities in El Paso. Each year the seven councils meet in April to conduct the annual district convention where district officers are elected and other LULAC business is conducted.
District Director is Ms. Elvia Hernandez, former City Council Representative and a very active member of the El Paso community. She can be reached through the District IV’s mailing address at 1359 Lomaland Ste 400, El Paso, Texas 79935.
Villa del Norte Apartments
These apartments were built fifty years ago and house mid to low-income families. The apartments have assisted hundreds of El Pasoans with affordable housing. For information, contact the apartment office at 772-2159. A board of directors made up of representatives from the LULAC Councils meets monthly and provides direction towards the management of the apartments.
LULAC Project Amistad
This program serves elderly and disabled adults, and adults-at-risk. It operates three main programs: The El Paso Indigent Guardianship Program; The Money Management and Social Services Program; and the Medical Transportation and El Paso County Rural Transit Program.
